South Florida is losing two miracle workers Supt. Alberto Carvalho and at JHS CEO Carlos Migoya and both men were transformational one in education the other public healthcare at a system that was close to bankruptcy before there leadership. The public schools district had seven days of cash when Carvalho took the reins after the Great Recession, and he cut underperforming principals and directed early money only to student and performing educators. Migoya working with the unions collaborated to save the public health system(known as a place patients go to die) because of ageing medical system with an affiliation with the UM medical school since 1951. He also along with Carvalho was able to get county voters to approve a referendum for hundreds of millions in general obligation bonds to improve the schools and the healthcare systems outdated facilities and Jackson West hospital is a superb example of the new facilities the bond money funded along with the half-cent sales tax dedicated to health system. Both men had earned the support of the community and confidence after years before of scandals that embarrassed local state lawmakers. But they survived the political interference at all levels and that is what is needed in their successor.
In Migoya’s case his succession planning is naming his number two Don Steigman. The new president of Jackson Health System (JHS) and CEO Migoya will leave in June next year after county commissioner Sally Heyman negotiated a one-year extension of his contract for another year in June earlier this year. And hopefully the new leadership will continue the progress JHS has made since his appointment in 2009. After Migoya quite as Miami city manager and the banker was a long shot that paid off for the community especially with the pandemic that has 92 percent of JHS patients presenting with COVID and now the more infectious variant OMICRON . And Baptist Health South Florida is also seeing a surge of patients to the tune of 30 percent of COVID admissions being reported in the media.

This also could get worse in the City of Miami, where the city’s unsafe structure board has to review buildings safety and the city has many deficient buildings that could add the homeless population.

At Thursday’s Miami commission meeting elected leaders reveled on their victories and while Mayor Francis Suarez prevailed against no real opposition.
Miami residents Thursday at the commission meeting got his muse Eddy Leal, Esq. to do the proclamations again and he is a paid muse $110,000 for Suarez. Leal representing the mayor also honored the national “Miami Shield Team,” and was a offshoot of the 2004 “Global Initiative To Combat Nuclear Terrorism,” held at the Intercontinental Hotel. Leal also gave a proclamation for a foster home organization not listed on the agenda, but she noted there are16,000 foster kids in Miami-Dade County. A representative said and Miami has 755 foster families and given its National Adoption Day proclaimed by President Ronald Reagan. She noted the county has placed 4,000 kids in foster families recently from age 1-18 years, she said.

You did not get a WDR last week because I was again cyber attacked despite decent security and they wiped out some recent info though most from the past was back upped. The museum should consider having a digital archive of many of the bloggers in South Florida. For many have a huge number of emails on a variety of topics on what internally is happening in many of the public institutions and can be used by historians in the future after many of the schemes tried or suggested by governments, have gone bad.

Suarez hoping for higher office needs to develop leadership skills and temperament. He blames any criticism of his administration as the fault of the “media.” Something that, won’t fly in a higher office quest that includes the mayor having a television studio at city hall, and not getting the respect of the commissioners after numerous blunders and had a no-bid marina development issue on the ballot that failed, and the man is a political avatar. And it will be only in the future the residents see the results of many of his initiatives that have involved federal bailout money to keep the city solvent. Further the family man lists no income since the city’s disclosure forms are so vague in the requirements and this applies to all the commissioners financial disclosure forms not even there city salaries and opens up a Pandora’s box when it comes to good ,transparent government as mayor who just got back from Glasgow Scotland tools around in a upscale Ford Explorer platinum model and shows re attempt to demonstrate himself as a eco warrior. That is something others have to spearhead.

Miami-Dade County commission strengthened the ordinance recently involving animal cruelty similar to state statutes, said sponsor Danielle Cohen Higgins. Many people know that cock fighting is common in parts of Miami Dade, but apparently a new sport has emerged and we have crossed a line in South Florida when people put dogs in car trunks to fight to the death and these cruel events are sometimes hard to stomp out but this was the first time I heard of dogs fighting in trunks versus empty pools. And the ordinance that includes Peafowls are also included, said commissioner Raguel Regalado, supporting the legislation.

JHS moved its COVID-19 alert status for the month of September from critical to high, and with medium perhaps coming in the next week. Mr. Migoya reported that Jackson North Medical Center (JNMC) is now open and off to a successful start. In the last 60 days JNMC provided care for approximately 2,700 emergency department patients, inpatient volume exceeded plan by 40 percent, and the maternity unit opened its doors 8 days ago. On August 27th, the Miami Transplant Institute (MTI) team performed the first living kidney removal for a transplant conducted with a surgical robot. This is another example of the ways JHS and the University of Miami are combining cutting-edge technology with world-class healthcare providers to make miracles for patients. Thanks to the JHS negotiating team and union partners’ the Labor Union Contracts are completed; forwarded to the Board of Trustees for approval, and then will be forwarded the Board of County Commissioners for final approval. Highlights of the Labor Union Contracts included: an increase of the minimum wage to $15.00 an hour, created competitive salaries to have first choice among healthcare professionals, agreed that JHS leaders and labor unions are in favor of vaccination to protect patients and each other, and impose a biweekly penalty of $50 for any employee who is not fully vaccinated by January 2022. Since I knew the CEO Dr. Roldan and I didn’t want to get any special treatment, like some commissioners did, and at South Miami Hospital I knew only a neighbor Dr. Yvonne Johnson, M.D. and her family and I survived the ordeal, ‘by a flip of a coin,” said the surgeon Dr. Jorge Rabaza and that is a very humbling experience and why I have been able to keep at it since, even after breaking my hip, while a setback, I am mobile and attending meetings and I would not have jumped into watching public institutions. If I had not seen some of the waste and lack of communication among the billions in public institutions spent.
Further, former Miami Commissioner J.L. Plummer,(now deceased) in office 29-years had a hand in it when at the dais he would be a proud Florida cracker and say, “I hate “everyone, the Jews, the Krauts Spics and others,” all the same and then cackle .” And then his political people Phil Hammersmith said in public “I get them elected then I tell them what to do,” Back then he came-up to me outside Miami City Hall and he said to me, “You f…k little people were going to crush you,” he intoned, and he would later die a few months later. And a number of people suggested that I might have killed him even though he died from a septal defect.

Further, I am doing an investigative story on my time in a nursing home and later an assisted living facility(that state legislators need to look into this before they become patients because it is a flip of the coin in some cases, and what I observed during the month-long time I lived at these two institutions will be written about including medical staff qualifications, that varied in a variety of ways and I am just glad to have left them before anything negative happened to me while I was there. Both places were for profit and that was very apparent.
Update: During my month at a nursing home in Kendall I noticed a number of things. One was a food receipt on the food tray but not the food, but probable still billed to Medicare. And at an assisted living facility in Broward. I was being treated by people with unknown medical credentials. Further, since February when I had a mild case of COVID, I have rarely gotten a deep sound sleep, which was rare for me.

Miami makes first move to criminalize being homeless with Carollo ordinance, item discussed this past week after objections of homeless activists, Carollo asks objectors to adopt a homeless person since so passionate for humane treatment of the homeless, and city passes some legislation on the matter that Carollo says does not “criminalize,” the issue and he showed a video of homeless being interviewed in Maurice Ferre Park. Many of these people sleeping on a park bench refused a room and Carollo noted many of them were from out of town or the country.
He is convinced the issue of the homeless is just a business and the county’s homeless trust is the vehicle. However, during the discussion on the matter trust director Victoria Mallette, noted that on the NOFA HUD application it is asked? “What is your community doing to not criminalize homeless,” she warned, and the federal agency funds the trust with over $50 million in homeless assistance.
Further, Constance Collins of Lotus House Village a shelter for women and children. She suggested to the commission that Miami should create a “Joint city task force,” that would work with the shelter providers.
Miami passed Thursday a first reading ordinance that could criminalize homelessness for people that will not accept a shelter bed and blocks a pathway or an encampment. and if passed is of concern to homeless providers like the county’s homeless trust and its director Vickey Mallette has warned the commission that there is a potential it could impact the HUD funds, drawdown some $65 million granted by the federal agency that believes the trust is a national model with its commitment to a continuum of care. But has Carollo calling the homeless services a “business,” and given the amount of money spent $7 million. He said, “he was willing to buy a hotel or two,” saying the city has lots of land. Allette noted the number of homeless has dropped to a 16-year low of just over 500 in the last count.
Miami staff also did a presentation on the city’s new homeless services and objectives which is to “provide a safe environment for these people in the shelters that usually have a boss in the population and is considered not safe. Carollo (net worth $1.7 million and owes Capital bank $292,565). Once told the media after his divorce in 2001 that “he was worth more dead than alive.” But like a phoenix he has financially bounced back that includes a house in Coconut Grove that has an estimated worth of $2.0 million. They are threatened to then be turned into the INS and it is much more widespread, than the community realizes, said the committee chair.

The attorney, also a showman and super salesman of Miami has raked in $6 million through July 31 for his campaign and the large amounts from the tech industry and other industries donated to his campaign has people wondering if the mayor even understands how this windfall of cash looks. Since as a small child in Miami where his father Xavier was the first Cuban mayor and his son a young prince who skated through a number of issues including why he left Belen Academy and transferred to La Salle. All of this is more important if he plans to seek higher office and even on a national level for, he has been sheltered and given a break all his life.
Further, when it comes to a profile in courage he has taken a pass telling the media discretion is the better part of valor, and wants the manager, Art Noriega to sort out the future of his hand selected high profile chief Art Acevedo under withering criticism and has caught the ire of commissioner Joe Carollo who has made wild accusations against the chief and he fired back with a public 8-page memo accusing the commission of trying to interfere with police activities contrary to the city’s charter.

Beach Commissioners recently decided that the body would put on the Nov. Ballot whether the city should request the Florida legislature to remove the exception of the city to the food and beverage tax paid by tourists and funds the homeless trust and domestic violence facilities for the county.
The added revenue if the Beach hotels participated would be considerable and both the homeless trust and the DVB need extra money and the homeless trust recently got $5million for a permanent shelter for the organization from the county weeks agio and the trust needs another $1.3 million or more to refurbish the facility and with buildings being condemned a new influx of families are coming to the maxed out homeless trust.
